Referring to your Despatch No. 78 of 26th......
2728 March, 1912, I have the honour to inform you that the Colonial
Treasurer states that he has frequently explained to the Legisla- -tive Council that the General Account of the Colonial Government
is an account of current actual receipts and payments only but
owing to the fact that his seat is imediately in front of the
reporters the reports of his speeches are always very defective.

Hewett the purport of paragraphs 3 and 4 of your Despatch.
